In other words is there a way I can live in Bulgaria as I do here but without the state having to pay my housing benefit, which it does at present. I rely exclusively on pension credits and housing benefit at the moment.

You will lose your pension credits if you move to Bulgaria. This and housing benefit are open to UK residents. I cannot advise on the Bulgarian arrangements but you would be entitled to a UK state pension if you are resident in Bulgaria.
